VanWood
I'm in the middle of building a 6" double petal, and I wrapped 1 layer of clear plastic over a pair of 3" hemispheres and layered them with soaking wet toilet/kitchen paper. After a few hours of drying I ended up with 2 very thin ( and still quite fragile) hemispheres for my inner petal. After punching a dozen small holes they're ready for use.Despite being fairly weak, they provide enough strenght to prevent the stars and burst from shifting. Mumbles
How are you launching the shell? It seems like there is a LOT of fuse sticking out the bottom of the shell. With the TP or paper towel recommendation, I'd still use a binder of some sort. Dextrin soln, or maybe hum arabic solution should provide a little additional strength to hopefully make them a bit more resilient. With something porus like paper towels, you may not even need to punch holes.
