Once you get up to three inch shells, a pound will only make enough colored stars for half a dozen, so you'll want to be buying 5 pound lots. Remarkable as it seems to those of us familiar with their usual prices, Skylighter seems to be the cheapest today for 1 pound quantities, but they won't sell you perc on your first order. Skylighter during one of their occasional half-off sales would be a really good deal. Hobby Chemicals is generally the best all round for small quantites of everything.
