Using the term lift makes me think you are trying to "Fire" aerial shells, but when you say propels rockets into the air I think you are refering to "How to make a rocket". No one will likely tell you how to make a rocket, as it is fairly simple and can easily be found out using the Internet. Here are some links. The Core burners are rockets which have a whole drilled into the black powder grain. End Burners on the other hand, a whole is drilled only "slightly" into the BP.
