Looks like a strobe core at the center of the star. For this, you would need to start with a small cut or rolled strobe core and then layer on the willow composition.

As LiamaPyro said this is willow to strobe effect, for this effect you have to prepare core star first, this is a strobe star which creates strobing effect at the end. First prepare small cut or rolled strobe star and dry it well then roll willow composition over it of desired thickness and lastly apply black powder as a prime to ensure maximum ignition.
