Flash powder is only used for very small size cake.

Flash powder is extremely dangerous if one is not familiar of its knowledge.

For shells Black powder coated over rice hulls/rice puff/ cotton seed is used as a burst charge and in grain forms too.

According to shell size and requirement busrst charge could be BP burst KP burst but chlorate burst is very sensitive ( both friction and impact plus imcompatibilities with other chemicals specially sulphur) and dangerous to use.

You should stay away from this chlorate burst and switch to BP burst.

Besides the safety problem, flash powder has another problem when used as a burst charge because, as the name implies, it creates a very bright flash, that will ruin the night vision of anyone watching. This definitely takes away from the effect of the stars in the shell. Well made BP should be more than sufficient for a good burst charge in shells 3" or larger. In the smaller shells you may want to add a booster to the BP to get a good burst. There are a number of compositions that can be added to boost BP. Whistle comp., for example works rather well.

Agreed but whistle is not for begineer level.

Whistle is also pretty dangerous in terms of sensitivity.
