Its all about burning nature of composition Flash powder burns with detonating nature ( speed is more than sound) And black powder burns with deflagration( speed is less than sound). Detonation always creats bang ,shock waves ,and makes fragments of casing used. Confined bp creats sound but its not compared with flash. Flash is more powderful and dangerous.
