Jumping Jacks/Ground Bloom Flowers

Hello I have been wanting to make ground spinners like Jumping Jacks/Ground Bloom Flowers but had some questions about them before starting anything.

I had been assuming that to make these, I would not require a black powder formula for them, only color star formulas..

 

So what is the truth about creating these>?

 

Could I use only color star comps or would it require more to get them spinning good?

I assumed the pressure from the drill hole in the tube would create enough pressure to spin them up nicely without black powder but just asking here first

before starting anything to make sure I know what is required.

My impression is that they're made essentially from compositions that are similar to colored rocket comps. These tend to be more energetic than black powder generally. While not required, BP can be used to make similar devices however.
