What's the use of that rammer (please look at the photo)?

Its probably something to accommodate BM. In the final increment of tubed inserts. ( think whistles ). Similar to tooling, sometimes used with pillbox stars.

I'd agree. I haven't seen FW401, but I'd suspect that rammer with the flattened side is used to make either Saettines or pillbox stars. Based on Ned's ability to reinvent and over complicate things, I'd say pillbox stars.

I remember lloyd talking about a flat, off centered nozzle for a go getter type insert a while back. That's what popped into my head, but I have no idea.

Ramming the composition around the fuse seems like a reasonable explanation. I had to google first what "Saettines" are but it makes sense, so does priming pillbox stars with BM.

I'm under the impression that leeching all the valuable information so directly without ever buying anything might leave a bad taste, so I was a little too shy to do that ;)

(I have practical reasons not to buy from the US)

Mumbles nailed it: Special Ned tools for building things Ned's special way. The whole deal is a set of custom tooling to make inserts that can be made using a $2 length of aluminum bar stock. Or your fingers.
