This is a bummer when it happens to someone in the community. It's hard to say I didn't see this coming though. Definitely trust your gut when it comes to dealing with suppliers.

"explosive fuses" are fuses now under explosives or is it just newspaper disinformation?

Both.

 

If it is black powder fuse, which it is, black powder is an explosive therefore and "explosive fuse" if the definitions are used back to back such as they were.

 

Consider that quick match in bulk will explode inside a case if ignited. It is still pretty erroneous but not overall incorrect.
