Typically with cylinder shells they are referred to as an inner and outer color. If i had a blue outer with a yellow inner. I would call it a blue shell, with a yellow inner. Petals are a ball shell term.

You basically just need another tube type former ( like for your canulle ) but larger in diameter, and i prefer shorter than your canulle tube. To create another ( two ) concentric areas between the canulle and the case wall. The diameter of the tube will depend on the shell size and your two star sizes you want to use.

If your doing a stacked comet shell, you can just fill the space between the comets and your canulle, with smaller stars and polverone.

I have seen some made with like sized stars inside and out but they mix and it looks messy. I like to use stars for a shell one size smaller to give them a good distance from each-other when the shell breaks. Looks better to my eye.

Looks easy with comets. I'll try one when it rains.
