Is this the shell you are referring to?

I won't speak to the exact mix in that shell, but it's not HE. Most likely a fuel heavy comp designed to use a combo of oxidizers, including atmospheric oxygen. The builder is known for experimenting with flash type comps and configurations, very active on the ground salute line.

There are lots of variants on flash powder! If you can get the ignition right then you don't need to send much oxidiser up, atmospheric air will do the job well enough. It's a technique that goes back to the 250 pound photoflash units dropped in WW2 -First spread the powder, then ignite it (after a calculated interval measured in microseconds).

The technology with the photoflash units was intended to produce a lot of light so that photos could be taken at night. As the aluminium metal flakes block light they had to spread the powder into the air and then ignite it, therefore it burned with atmospheric oxygen so they could get aluminium in the case where (per)chlorate would have been.
