I don't see why not as long as they don't turn to mush if you over wet them. I use grass seed personally. Microwave it first to prevent germination then follow the rice hull process.

Lots of firework ingredients, especially the secondary ones, are only chosen for for ease and cheapness of supply. Europe grows little or no rice so rice hulls need importing expensively, Other materials are useful including the hulls from whatever grain grows locally to you. It's also possible to roll domestic things with meal powder -grass seed, mustard seed and crisped rice breakfast cereal. Simply adding some "Rice Krispies" will add something crushable so that a shell can be filled then closed tightly without risking a loose fill that rattles.

 

The colour sources, oxidisers and fuels have to be correct for function, the remainder of the materials can be substitutes chosen from local materials.

 

The Maltese firework makers have a reputation for using recovered cement bags as a source for their wrapping and pasting paper -it's good enough and available free locally to them.
