I have found the laws are tight about pyor and I have been careful and very slow to learn the arts because of this.Even to try to learn rockety in this area is very hard. Pretty sure this is legal in Oregon, Eastern oregon and maybe some of the dune areas or lakebeds would work as well.Great source of info about large and small scale rocketry.http://www.inverseengineering.com/pages/rocket-projects.html Watch some of the videos.... the book is fairly inexpensive and perhaps can be bought used on ebay.
